Mr. Lorenzo Madrid is an experienced IT professional with over 40 years of experience in digital government. He was a global executive at Microsoft for over a decade, leading major IT in over 55 countries. More recently, he has partnered with Astro Consulting Inc. and the Smart City Business Institute to support Global IT projects for the World Bank and other financial institutions.
As the CIO for the Secretary of Education in São Paulo, Brazil, he implemented IT infrastructure, connected thousands of schools to the internet, and supported millions of students and teachers.
Mr. Madrid is known for his expertise in public policy in Latin America, Southeast Asia, and Eastern and Central Europe. He has several books on Digital Government and Governance and has been invited as a Keynote speaker at prestigious institutions and global digital transformation and governance conferences.
He was also responsible for organizing the ICEGOV/23 Conference for the United Nations University and the IC2/2025—The International Conference of Intelligent Cities, which brought together over 300 academics and practitioners from all over the world to share experiences on key research and implementation cases in Electronic Governance and Smart Cities.
